This quest is called 'Perfect Present', for Adventurers levels

Description of Perfect Present:
Each year I find myself considering once more my hopes of wooing a worthy
Lady to be by my side for all time. I want you to assist me in my
preparations, as I believe I may have found the right Lady to woo. I want
to get something different to show her how I feel. I want the freshest
pearls that may be found in the ocean from clams. Also, to accompany the
pearls, I believe a fine diamond or two will set this piece apart from all
others. I also wish for you to recover a tiara for the diamonds and pearls
may be placed. Take these to the jeweler in Rune where they design it and
then hold it until I am ready to present it to her. Your speed and secrecy
will be well rewarded!

Sigil - Jeweler is located in Sigil Esate Jewelers on Periwinkle Road. Diamond is in Labrynth... find Salem, search for north exit, try to enter it, and he will send you with a 'guide' to where the diamond is. —
