Rumors have been circulating that thieves have been stealing items and
kidnapping people within Sigil and as well as the nearby towns. The
townsfolk have begun to get nervous and came to me for help. I assured them
that the guards are doing the best they can. Nevertheless something is
going on that the guards are unable to fully deal with. That is why I want
you to investigate the status of the guards protecting the towns on this
continent. Visit each one and report back to me as soon possible. Your
