Description of Diplomatic Courtesies:
As of late I have been extremely busy and rarely get to leave my castle.
It has been a very long time since I personally visited one of my fellow
lords or ladies and I fear it is causing a rift diplomatically. I need you
to seek them out and convey to them my regards and my apologies at not
visiting them for such a long time. You will be able to find them in
Xaventry, New Rigel, Sigil, Rune and Tellerium. In addition, I've heard
reports of sedition on the part of the Baron in Pirates Cove, please take
care of him for me.

This phase's previously submitted solution is wrong. On this particular quest the want the mayor's office in Tellerium... only reason I figured it out before running out of time is it says a list of towns to visit in the description, Tellerium is among them and none of the other phases are there. Since I don't have a map to post it's the room Lord Telleri is in. If, for some strange reason you do not know where Lord Telleri is... From the fountain (Located 7 rooms south of the northern entrance)11 south to the intersection of Clipper, Market and Steadfast, 7 west, 1 North into town hall, 1 west, 1 north... From the South entrance from the docks... 2 north to gulf street, 7 East past the intersection of Gulf and Felstaff, 5 north to Crossroads of Clipper and Felstaff, 2 west on Clipper, 1 North into the Town Hall, 1 West, 1 north. —
