Avros has two primary lawmaking branches of government, the Elders and
the Lords.  The Elders are elected representatives of the common people, the
Lords appointed representatives of the state's landowners.  Judging by this
office, the Head Elder is a very busy woman.  Stacks of messages and
correspondence needing answers litter the desk and the small sofa sags as
though it is slept on frequently.
