Description:

This spell will hold the target PC or NPC in place, preventing that character from fleeing, walking, or using transportation (magic carpet, broom, etc). It will prevent the webbed character from mixing herbs, hiding, and throwing anything. It will randomly interfere ("filter") with bashing, spell casting and playing music. Spells that are mastered are not subject to the web filter. Finally, the web effect decreases agility.
