NPC: The fire marshall
Long Desc: The fire marshall writes up a report on his latest inspection.

This strange elf sits behind the desk of the small office, scribbling
furiously on a piece of paper.  He wears a large red helmet, and you can see
scraggly locks of hair protruding from the edges.  As you stand in the
doorway, he begins screaming something about not blocking the exits and fire
hazards.  Frightened, you begin to slowly back away.
It is a elf approximately 4'9" tall.
