Quest: Fire Investigation
This quest [2444] is called 'Fire Investigation',
for Adventurers levels 181 to 241.
Lord Vashir [The Towne of New Rigel] is the master in charge of this quest.
I need you to perform a very complex investigation for me. I am only
asking my most trusted and experienced adventurers to perform this possibly
dangerous task. As you may already know, the town of Lowangen was
devastated by fire many years ago. No specific cause has ever been linked
to the fire, however. The local fire Marshal ruled the fire accidental at
the time and that never eased my mind on the matter. I suspect it was a
planned attack upon the city. I have specifically heard that the orcs in
Dungeon Wroth had obtained explosives and fire spells were responsible for
the devastation upon the city. Your investigation will consist of two
parts. First, I want you to see if you can find any further information on
the matter from the taverns and the elderly citizens in Lowangen. After you
complete your investigation, I want you to deal with the suspected culprits
that I know of thus far. You especially need to investigate the rumor that
the orcs had access to explosives and fire-based spells. Your final task
would be find a magical scroll that can be used to produce water so that my
own fire department is better equipped for their job.

Phase 2: Journey to Shining Light Tavern.
Phase 3: Visit A senior citizen.
Phase 4: Recover a scroll of 'create water'.
Phase 5: Defeat The firebrat.
Phase 6: Defeat A fire giant mage.
Phase 7: Defeat A fire giant thief.
Phase 9: Recover a scroll of 'fireball'.
