Long Desc: Balaria, the insane Court Jester, lurks in the shadows here.

This crazed person was the Royal Court Jester of the Queen of the Fourth
until the day he went mad, driven insane by the queen's demon child, he
attempted to slay the very queen he once adored.  Now he just hides in the
corner of his room waiting for any curious adventurer to wander in.  His
diabolical laughter sends chills all the way down your spine, making you
shiver with fear.  And at that very moment of paralysis, he lunges at you
with an insane glee in his eyes.
He is a elf approximately 4'8" tall.
