NPC: An animated kelp
Long Desc: An animated kelp is here, reaching out towards you.

While kelps are frequently found in shallow water, animated kelps are
rarely found.  This species of seaweed is sentient, and lives for the single purpose of hunting unsuspecting animals.  Few can escape its constricting grasp.  From the looks of this particular kelp, it has done a fairly nice job of trapping small crustaceans and insects in its leafy arms.
It is a plant approximately 5'6" tall.
