NPC: Opta Dashi
Long Desc: A short human with narrow features and high cheekbones is here.

Opta is obviously a foreigner, evident by his crisp accent and unusual-
looking garb.  He stands over bamboo boxes, rummaging through them for
wares, serving patrons in this most rudimentary and questionable of shops.
Between selling goods in abandoned buildings and the dubious legality of
some of the things he is selling, he may not be the best person to do
business with, but risks exist to be taken.
He is a human approximately 5'8" tall.
