NPC: A raucous drunkard
Long Desc: A loud, obviously drunk man is making a nuisance of himself.

His short-cropped hair in a mess and beads of sweat slowly running down
the side of his face, this man is making quite a nuisance of himself.  He is
obviously drunk, his speech slurred and his stagger prominent, and he is
attempting to make loud conversation with everyone in the room.  People
walking in the door are greeted with a suspicious glare, whereas those
walking past too close to him receive a snarl and a curse.
He is a human approximately 5'9" tall.
