This quest [1414] is called 'Scum of the City',

Lady Templeton [Templeton] is the master in charge of this quest.
For years I have sought ways to rid this city of the pesky vermin,
thieves and gangs, but to no avail. It is with you I see a possible
solution to this dilemma. The city's crime rate has escalated to an all
time high and I have no other alternative but to send brave adventurers out.
It is sad to say that my own guards fail to provide enough protection, and I
now have to call on people like you. I am giving you authority to eliminate
any criminal you come across without reason and at any cost. Please keep
this discrete as if word gets out that I have hired you for this task, I
fear my reputation would be in danger. By the way, sources tell me there is
a rogue guard amongst the ranks, I wish for you to eliminate him as well.
