This quest is called 'Royal Inspection', for Adventurers levels 150 to 200.
Description of Royal Inspection:
The time to strike back is now! I have received recent reports from shop
keepers in Sigil that "certain goods" have been pilfered from their shops.
It has occurred to me that all the shops reporting these thefts are selling
magical goods. I think it is Diocletian, he has longed to possess the great
magical powers Sigil holds and I think he may be trying to create some of
his own. I want you to go to Diocletian and talk to the Emperor about it,
then assassinate some of his high ranked staff as revenge for his attempt to
outclass Sigil. May the Powers light your path!
