This quest is called 'People in Hiding!',

Lord Vashir [The Towne of New Rigel] is the master in charge of this quest.
Hello adventurer! Lord Agrippa in Rune, Lady Undya in Xaventry and I
have formed an alliance to take care of the overgrowth of evil beings out
there who don't feel they should be subject to our society's rules. I have
a list of those to be dealt with that I would like you to take care of. You
will find these beings all over this continent in places such as the
nefarious New Rigel, Lowangen, the evil Tower of Art, Xaventry, Mandrake
Woods, and in the Arcane Archipelago. These beings have too long been a
thorn in all of our sides, attacking good people, stealing from others, and
worst of all plotting to destroy life as we know it. With your help I know
we can eradicate these dark beings that choose to live within the shadows of
our realm. Upon successful completion of this task, I will reward thee
well!!! May the Powers favor you as you seek out this menace!

Phase 7: Defeat The Shadow Demon.
Phase 8: Defeat A large red demon.
