NPC: A sneaky thief
Long Desc: A thief is stealing money from the unwary.

He travels under the cloak of night looking to take from the rich, the
poor, the undeserving.  This evil, dastardly person with a tall slim build
seeks to get rich and profit off the misery of others.  He dresses in black
and wears a cloak to disguise his appearance.  He is constantly on the run
as the city guards are quite aware of his antics.  Protect yourself and
don't allow yourself to be his next victim.
He is a human approximately 5'8" tall.
