This quest is called 'Punishment Problems',
for Adventurers levels 40 to 60.
Lord Vashir [The Towne of New Rigel] is the master in charge of this quest.
Due to many recent escapes by the residents of the local prison here, I
have come to the conclusion that our prisons aren't satisfactory. In the
past, they have been successful in containing the prisoners, but not
anymore. After doing some research, I found that the town of Lowangen
northeast of here hasn't had any breakouts in the past 40 years. Please
visit the Prisons in Lowangen and talk to the important people of the town
to find out what they're doing that we are not. Be quick because I do not
wish to have any more escaped convicts wandering around my town harassing
the peaceful citizens! Don't forget to share this information with our own
guards when you return.
