Description of Guard Gab!:

overall morale loss. If this continues the citizens of Rune could be in
danger. I need you to visit the guards of neighboring cities and see how
they keep their sprits up. After checking Xaventry, New Rigel, and Lowangen
please report your findings to Tristan so that he can deal with the
situation immediately.
