This quest is called 'Earthquake Evacuation Center', for Adventurers levels 121 to 180.
Description of Earthquake Evacuation Center:
As I am sure you are aware, the hundreds of earthquakes occurring every
day in Vospire is a great concern. So far, in a little over three months,
seventeen lives have already been lost to these deadly earthquakes. While
most of these have been tourists who have been unaware of the dangers, and
confused when one actually occurred, a few victims have also been commoners
to Vospire. I was forced to act when I discovered that seventeen lives this
early in the year is a new record. This means that never before have the
earthquakes in Vospire been as bad as they are now. I want you to travel to
Vospire and train the guards there how to help out tourists and other people
if they get stuck in an earthquake. Also, you must discuss with several
people, the plans for an evacuation center that people can stay in during an
earthquake. This will hopefully cut the number of earthquake deaths down by
a lot. May the Powers guide and protect you!
