This quest is called 'Save the Trees', for Adventurers levels 180 to 239.
Description of Save the Trees:
As time goes on the city of Sigil and the surrounding communities are
getting more populated and expanding into what used to be vast lands that
were empty except for the wildlife. I am worried about the impact that
progression is having on the surrounding areas, and the carelessness that
the citizens treat their environment with. It is your task to investigate
where industry has taken over wild lands, and teach the most apathetic a
lesson in respecting nature. Also, please make a close examination of the
wildlife preserves that exist within Sigil itself and the other towns in the
area. May the Powers guide you in your search for knowledge!

Follow the path through an ancient grove south of the Intersection of North Arnica and Park. — Syll
Phase 4: Visit A small colorful fish.
In the Pond in Sigil. — Syll
Phase 5: Journey to The Vospire Park.
On the south side of vospire. — Syll
Phase 6: Visit A talented small fish.
