This quest is called 'Dark Storm Rising', for Adventurers levels 90 to 120.
Description of Dark Storm Rising:
I have received news that there is trouble brewing within the town. It
seems that some denizens of both Sigil and Vospire are involved in planning
an uprising against the King of Vospire and as well as against me! Thus,
there is a need to nip this uprising in the bud quickly by getting rid of
those who are responsible for it. Snakos, the Captain of the Crimson
Knights, has done some investigations himself and has a list of the wanted
criminals. Go consult him to obtain the list and hunt down those criminals
before they bring the peace in Sigil and Vospire to an end! The residents
of Vospire may be able to help you in your quest too by providing relevant
information. For your efforts on our behalf will save many lives as well as
earn you a significant reward. Do hurry as time is of the essence!
