This quest is called 'Under Siege', for Adventurers levels

Description of Under Siege:
Clouds of war have been gathering over the castle town of Templeton. Our
'sources' in Templeton have brought it to my attention that the Templeton
army is mobilizing for war and plans to attack our city. Just recently,
both the Governor and I met to discuss the status of our Navy. Attending
the meeting was one of our top spies, a young man known as Humphrey Lambert,
and our Shipwright. We charged him with stealing a top secret military
document from Templeton's Ship Works concerning the new battle riggings for
their Super Dreadnoughts. We made duplicates of the ship's plans, one was
given to the Governor, and the other to me. We sent Lambert back to
Templeton to replace the original. Upon his return, the covert operation
was a staggering success. Or so we thought. In good spirits, to my own
folly, I hosted a grand ball at my house, catered by some of the area's
finest chefs. Apparently, while the Governor was attending the ball, his
copy of the documents were stolen from a safe in his bedroom.
Simultaneously, amid the merriment, someone snuck into my bedroom and stole
my set of the documents also. To save Tellerium from war, we must pass the
blame onto someone else. You must kill anyone who knows about this
incident, and snoop around until you find some leads concerning the identity
of the traitors. Upon identifying the traitors, dispose of them and find me
a scapegoat to send to Templeton.
