This quest [2104] is called 'Time for an Upgrade ',
for Adventurers levels 100 to 120.
Lord Vendredi [Sigil] is the master in charge of this quest.
It has come to my attention that several amounts of city guards have been
brutally slain on a daily basis. With this, I will consider to go out of my
way to protect the townspeople of Sigil. I believe it is time for an
immense upgrade to the defensive position of this town. As of now, Sigil's
city guards are obviously ranked under the Vospire city guards. Vospire is
located to the northwest of this location, I wish for you to find out what
makes this so. In addition, I have decided that on top of the poor
defensive, the city guards are also under educated. With this in mind, I
send you to Diocletian; I understand that the townspeople there have a
decent education level, and I wish for this to be also true for this town.
Wild and insignificant outbursts raid this town from the peek hours of day,
to the darkest of nights, and bluntly, it's driving me crazy. Please help
