This quest [2056] is called 'Routing the Sugar Driven Hordes',

Lord Vashir [The Towne of New Rigel] is the master in charge of this quest.
It is the time of year when trick o' treaters come out of the woodwork and
the citizens of our fair city are preparing to board up their doors and
windows in response to the forthcoming onslaught. Something must be done to
protect the homes and workplaces of our town from the invading candy
mongers. To that end, go forth and consult with the business owners and
townspeople about their candy distribution plans for this All Spirits' Eve.
