I've heard a few rumors from a few passer-bys of other towns supplying
health care to their residents. I don't know if you've noticed but our
hospitals are terrible! Are they even doctors? I'm not even certain! The
citizens are getting somewhat upset at me because of this, they are
threatening to move to Tellerium where they can get help from that famous
Doctor Felstaff! We can't have everyone move, we need to do something about
this! I need you to find out what that Doctor Felstaff has up his sleeves,
there must be something he's doing differently!
