This quest [2461] is called 'Nothing But The Best!',

Lord Vendredi [Sigil] is the master in charge of this quest.
Recently, there was a terrible accident in which people from not only
Sigil died, but from Vospire and Diocletian as well! The incident occurred
yesterday in the last afternoon when a series of explosions went off.
Witnesses report them as being some kind of bomb, although they were unaware
of the exact type it was. I need you to find the families of those who were
killed, and assure them those who died will get nothing but the best
funeral. Also, I give you permission to use whatever resources you require
to find the ones responsible for the murders of the innocent victims.
