This quest is called 'The Lord's New Clothes',

Lord Agrippa [Runic Castle] is the master in charge of this quest.
There is absolute chaos in the castle! I will be hosting dignitaries
from all across Alyria soon, but I have nothing to wear! I need several
suits of new clothes that will surely impress my coming visitors, so I wish
to send you on a journey to find me a new wardrobe. Please be sure to visit
Bertram and find out if he will be willing to tailor these new outfits for
me so that the clothes will fit perfectly. Please seek out and return with
these items as quickly as you can! The guests will be arriving anytime and
it would not due to greet them in my bath robe!
