This quest is called 'Petulant Pikes', for Adventurers levels 181 to 241.
Description of Petulant Pikes:
I have been informed that the pike has become a popular weapon recently
and I would like to find out more about it and its use in battle. Please
could you bring me a few examples of this weapon and find several people who
are able to educate me in this matter. To recover the weapons you are going
to have to travel to Lowangen, Pirate's Cove and Sigil. To find the
trainers you will have to go on a voyage to Tellerium, Xaventry, Rune and
Lowangen. You will be very well rewarded for your efforts.
Upon successful completion of this quest you can receive up
to 70 quest points, 7 practice points, 30000 experience points, and 12000 gold pieces.
You have 400 minutes remaining to complete this quest.

Phase 1: Recover a colored pike.

Lowangen, Kvirasim Lane, Velvet Mist Brothel, on Rahja — Niky

Phase 2: Recover a pirate pike.

On first mate, Pirate's Cove, pirate ship, Treasure Bay — Niky

Phase 3: Recover an oak stake.

Can buy at Dark's Emporium, Rune, Yew Court — Niky

Phase 4: Recover a merchant's pike.

Defeat a sidhe merchant, Streets, Sigil. — Jasra

Phase 5: Journey to Cavalier's Guild.

Tellerium, NE corner, west side on Telleri Avenue — Niky

Phase 6: Visit General Naveel.

Barracks, Market Street, Xaventry. — Jasra

Phase 7: Visit Evelyn.

Rune, Runic Guild Hall, in Combat Training, Solomon Street — Niky

Phase 8: Visit Regulon.

On Boron Street in Lowangen — Killerbeez
