This courtyard is filled with dust.  Apparently little money could be
spared to lay some stonework here, so the dusty soil is exposed.  Each step
taken kicks up a cloud of dust that doesn't settle for several minutes. 
Smoke trails lazily out of the tent to the south and the clang of metal
working can be heard distinctly.  To the east is Fort Avenue, to the north
is Tyras Road, and the entrance to the fort itself is to the northeast.  
     A large granite statue of the magistrate rises above the courtyard.
