NPC: A ragged prisoner
Long Desc: A prisoner is here, in shackles.

You see before you a prisoner.  The prisoners face is covered with dirt
and filth.  Rags cover his body and his feet go bare.  His ribs stick out,
showing that he has had little or nothing to eat lately.  The prisoner looks
at you lustily which sends a shiver down your spine.  He squint his eyes at
the light from the door being opened, indicating they haven't seen light in
a while.
He is a fey approximately 4'9" tall.
