This quest is called 'Clean Up Crew!', for Adventurers levels

Description of Clean Up Crew!:
Although the maintenance of Sigil is usually more than adequate, lately I
have received complaints from citizens who claim our fair town has become
filthy. I have decided to investigate this matter further to see if there
is any truth to these reports. Your job will be to meet up with one of our
city maintainers and find out if they have noticed any difference in the
cleanliness of our city. After that, help out by disposing of the animals
who are adding to the problem as well as any items that may be dirty or
unsafe. Your assistance with getting Sigil back to its normal, clean self
will be greatly rewarded if you are quick.
Upon successful completion of this quest you can receive up
to
30 quest points,
3 practice points,
18000 experience points, and
4000 gold pieces.

Clean Up Crew! consists of:
Phase 2: Defeat
A plagued rat.
In sewer in Sigil. Go 5 S from the intersection of Tarragon and Myrrh Streets to get to the entrance to the sewer (may have to search for the down). —

Phase 4: Destroy
a rusty sabre.
Get a rusty sabre from a drunken pirate (Wanders around Sigil) and sacrifice it. —
