Description of Thick As Thieves!:
Of late there has been a significant increase in crime throughout the
realm of Sepharia. Lord Vashir is concerned that a number of the problems
that have cropped up in Lowangen will find their way to New Rigel and he
wants to be sure that the local forces are prepared to deal with any
problems. For this reason, he has decided to send several adventurers to
Lowangen to train with the guards there and learn how to deal with the
criminal element. After completing this training, you should return to New
Rigel and look over the city's facilities and plans for dealing with
criminals. Your efforts on behalf of the realm will be well rewarded!
