This quest is called 'Foreign Whale Killers!', for Adventurers levels 30 to 59.
Description of Foreign Whale Killers!:
Recently, I was shocked to discover that Tellerium whaling ships have
destroyed hundreds of whales in the past four years! The law allows them to
do this as they insist it is for research! I have reasons to believe this a
complete lie, and that they are simply killing them for commercial whaling.
Please find any possible way to discover what they are really doing in Sigil
waters. Also, on my behalf, please change the whaling law to ensure no one
can ever take advantage of us like this again. Good Luck! May the Powers
