Long Desc: A drunken pirate wanders the streets of Sigil.

This inebriated swashbuckler looks as though he's on the tail-end of his
shore leave, and is making the most of his last few hours at port.  He's put
himself into a state of near paralysis with alcohol, and were it not for his
belligerent attitude and aggressive behaviour, you'd think him passed out.
He is a human approximately 5'8" tall.
