Lord Agrippa [Runic Castle] is the master in charge of this quest.
New Rigel, I have received word of a rumor there. It seems that Vashir
has a suspicion that I am building a secret army, and is planning to invade
me! Clearly, I do not have a secret army yet, and any invasion from New
Rigel could easily crush us. This is why, young adventurer, I am assigning
you to create such an army for the fair town of Rune. This way, when Vashir
invades, we will have some form of protection. Buy many weapons and give
them to our guards in order to keep them equipped for the incoming invasion.
