This quest is called 'Ensuring Peace', for Adventurers levels

120.
Description of Ensuring Peace:
Accusations have been tossed around over the past several years concerning
who is responsible for the sharp rise in crime. The leaders of Auryn
recently held a summit meeting to consider a new treaty between our cities.
This treaty will allow us to increase the law enforcement presense across
Auryn. We believe that this will help reduce the rate of crime as well as
bringing our cities closer together for a common cause. There are some that
vehemently oppose this treaty and will need to be dealt with quietly to
prevent them from hindering the progress of Auryn. An informant has come
forward and is willing to provide information on those who oppose the treaty
so that we may deal with them, and you will need to visit them for the list
of names you will need. Due to the sensitive nature of this treaty I will
need you to deal with the criminals by any means necessary. After they have
been properly quieted I want you to report to the law enforcement officials
in each of the cities of Auryn. I look forward to seeing this matter
resolved quickly and hearing your report. May your quest be a thriving
