Description of Tour of the Town:
Greetings adventurer! It is wise of you to quest so early in your
adventures. New Rigel is a rather large town compared to the others in our
area, such as Rune or Lowangen. As a result, I would like you to explore
and see how easy our city is to navigate for visitors as well as the younger
generation. Please visit the following people that often give up their time
to help anyone having difficulties getting around town. Return promptly
with your results and you will be rewarded! May the Powers go with you!

Just off Bastion Rd on the west side of New Rigel. You have to wait for him to show up at "A Small Dock". —
