This quest is called 'New Medicines',

Lord Maldra [Maldra Keep] is the master in charge of this quest.
It seems that several inhabitants of the keep are falling victim to a
strange illness. Apparently mold spores have entered the keep and are
causing this plague. I need you to help rid the keep of this disease before
it wipes out all who reside within the keep. Word has reached me of a
traveling pharmacist who has information on this sickness He will know how
to deal with this new threat so I'd like you to go and seek these molds out,
bring their essence to the pharmacist, and take the antidote to the sick
inhabitants of the keep.

 0 build points, 0 piety, and 15,000 gold pieces.
You have 200 minutes remaining to complete this quest.
New Medicines consists of:
Phase 1: Journey to Entrance to the Rx Fields.
Phase 2: Defeat A yellow mold.
Phase 3: Recover a vial of neon.
Phase 4: Journey to The Traveling Pharmacist's Tent.
Phase 5: Journey to Wandering Cigar Vendor.
Phase 6: Visit A plague victim.
