Lord Vashir [The Towne of New Rigel] is the master in charge of this quest.
New Rigel has always been a politically accomplished city, and we have
always had excellent dealings with Lord Vendredi. However, recent events
have caused a little snag in our relations. In a rather unfortunate turn of
events, it seems one of our spies has been captured in Sigil. I would like
you to go there, and get any and all information that you can. This may
require you to talk to some of the most depraved people in Sigil, but it is
of the utmost importance that I know what happened to our spy. It is a
matter of New Rigel's security. I know I can count on you. The best place
to start would be with our main informant he knows the city well. Your
assistance in gathering this valuable information will be well rewarded
