This quest is called 'The Perils of Self-Reliance', for Adventurers levels 241 to 241.
Description of The Perils of Self-Reliance:
The goal is anarchy. When the governments and councils and fiefdoms have
crumbled, all shall be capable of leading their own lives for themselves,
with full authority and responsibility over their own lives. And they shall
find it intolerable. How terrible it shall be, lacking a superior to blame
when things go wrong! Being held accountable for their actions! When the
world crumbles, Baron Nezak alone shall be capable of assuming the mantle of
competence, the true, unquestionable ruler of this world.

The first step shall be demoralization - remind each of the members of the
Council of Seven that they cannot save themselves. The second step shall be
decimation - remind the populace that their leaders cannot save them. The
third step shall be deicide - remind all of Alyria that their gods shall
remain complacent with their deaths. The final step shall be domination -
remind the new elite who their autarch shall be.

Return to me when you have accomplished these tasks, and you shall be be
branded with the identifying scar of the anarchic. Death shall be
tolerated, but failure will not.
