for Adventurers levels 140 to 180.

I have received complaints from numerous citizens and officials that
there is a certain undesirable breaking both minor and major laws. These
laws must be enforced for the safety of our community. Enforcing the law is
one thing, but knowing it is a whole different story, so I am going to need
you to visit a high judge of Rune to make sure this person is prosecuted
fairly. I will also want you to check his profile to see what his past
crimes have been to better build our case. Finally I want you to execute
this individual if the case is built strong enough to sentence him to the
death penalty. You must remember, he is a very dangerous man, and is wanted
for possession of explosives, illegal smuggling, and tampering with
witnesses by turning them into guinea pigs.
