This quest is called 'No Danger Involved!', for Adventurers levels 30 to 59.
Description of No Danger Involved!:
I have been thinking, lately, of a way to allow people to come forward and
inform guards of any evidence they may have against criminals. In the past,
citizens with information have been too concerned of their own safety to go
to the guards. However, I may have an effective way of putting a stop to
this. I want you to search Sigil, and return to me with a location which I
can use to build a safe place where worried citizens with information about
criminals can freely access, knowing they are not in danger. Also, spread
the word of this to as many people as you can, ensuring they realize that
they have the option of mailing in a letter instead of turning up in person,
and that they could receive rewards for any helpful evidence. Good Luck!
