to acknowledge that there is a problem. When these cretins are supposed to
be maintaining the pristine state of our city, in truth, they are robbing it
blind! Many citizens have reported items missing, and noted the presence of
a janitor in the vicinity of the crime. At first it was thought to be a
coincidence, after all, they are everywhere, but I have come to the
realization that they use their numbers and anonymity against us. Please
mete out the harshest punishment imaginable to these thieving rats, and if
you recover any of the stolen goods, see to it that they are returned to
their rightful owners. Be quick about it, and you will be well rewarded for
your time and effort.
