This quest is called 'Bullies!', for Adventurers levels

Description of Bullies!:
As of late a plague of trouble has spread across Alyria due to an
increase in the activities of certain miscreants. These individuals make
the towns they inhabit miserable, as the citizens cannot even venture onto
the streets at night. The town guard is helpless to stop them. Since
Tellerium has such a strong reputation for training only the finest
warriors, the other lords have called upon me to send one of my strongest
warriors in to help out in their towns, and restore the peace. May the
Powers guide and protect you!

Bullies! consists of:
Phase 2: Defeat
A thieving fey.
New Kolvir (CPK), inside the Castle in the Center of the City, hangs around the back hallway. Sense life required. —

Phase 5: Defeat
A captured thief.
Located in the jail in Xaventry. From the fountain at town square (recall) head W, 7N, 2W, D. If you don't have a way to get by the locked doors, kill guards for a key. Prisoners are located in the locked cells. You will need sense life to find them —

Phase 6: Defeat
A sneaky thief.
These are in Lowangen. They wander and are sometimes hidden so you'll need sense life. —

Phase 9: Defeat
A gang member.
Mostly found in the northeastern parts of Templeton in or around Orchard Boulevard. (Aggressive mobile towards non-faerie races) —
