Quest: The Annual Meeting

This quest [1768] is called 'The Annual Meeting',
for Adventurers levels 60 to 119.
Lord Vendredi [Sigil] is the master in charge of this quest.
My advisor has reminded me recently that in just one week the King of
Vospire and the Emperor of Diocletian will be arriving in Sigil for the
Annual Meeting. We will be discussing problems that have come up in the
past year. Once you have searched the shops for the items I require, find
Taron, as I would like to invite him along to the meeting. I also want you
to journey to the nearby towns of Vospire and Diocletian, to reassure the
Emperor and King that everything is in order. May the Powers guide and
protect you!
Upon successful completion of this quest you can receive:
*Up to 40 quest points, 3 practice points, 20,000 experience points,
0 build points, 0 piety, and 10,000 gold pieces.
You have 150 minutes remaining to complete this quest.
The Annual Meeting consists of:

Phase 1: Recover a fresh steak.

Phase 2: Recover a shot of whiskey.

Phase 3: Visit Taron, Lord Vendredi's assistant.

Phase 4: Visit Emperor Diocletian.

Phase 5: Visit The King of Vospire.
