This quest is called 'Falling Leaves', for Adventurers levels 241 to 250.
Description of Falling Leaves:
Every year, as the temperatures drop and the days get shorter, the trees
throughout the land undergo a metamorphosis of their own. The greens of
summer quickly turn to a palette of reds, oranges, yellows, and browns. The
leaves quickly fall to the ground, to the pleasure of children throughout
the land, and get shuffled into piles to be burned before the winter comes.
Before the leaves fall, the Council has opened a poll to discover where the
most vivid displays of color can be found, and we need adventurers like
yourself to journey to all of the far off lands to report your personal
preferences. It should be a fairly pleasant, if long, journey and there
shouldn't be too much risk to your person. Enjoy your journey with the
blessings of the Council! I anxiously await your return!
